Cape Story by the Sea-  Letter to City Officials

Dear Robert Gey and Michael Shahsiah,

        The Cape Story by the Sea Civic Association at the April 13, 2009 monthly meeting came to a unanimous agreement on the issue of Bike/Multiuse Path safety.    After a few months of discussion, site evaluation and research of similar calming circles in the ocean front neighborhoods, Cape Story residents determined that the recommended calming circles are not the best solution.  The calming circles appear to be too costly to implement and could have adverse impact on visibility, trees and storm water drainage. 
          The following is the recommendation of Cape Story by the Sea (CSBTS) for the six cross streets: Beech, Oak, Maple, Sandalwood, Bayberry, and Wake Forest

            1.  Install a flexible warning sign centered in the middle of the cross walk and through street.  The sign would need to be fixed in place using concrete and/or lag bolts.  The sign needs to have a spring that allows it to be run over.  The sign facing the cars should be the neon yellow/green with the pedestrian and bicycle symbols.  The sign facing the bike path should be red with a stop or automobile symbol.  Similar to sign in the middle of the picture attached, but should be 4-sided and secured into the road instead of a weighted base.  

2.  Repaint the white border of the cross walk with reflective white paint.  Add the standard cross walk stripes using the same reflective white paint.

3.  All Six streets are requested to be completed.  Beginning with Bayberry and Sandalwood

           CSBTS believes this is the most cost effective, least restrictive and most timely plan to keep bicyclists, pedestrians and motor vehicles safe and allow all to enjoy the bike/multiuse path.

Clean the Bay Day Neighborhood Captain Needed – June 6, 2009

Cape Story by the Sea needs a neighborhood captain for this year’s Clean the Bay Day.  The event will take place on Sat. June 6, 2009 from 9:00 am until noon.  Cape Story is responsible for cleaning the beach between Kendall St. and Beech St.  The Neighborhood captain would be responsible for picking up supplies on May 18th and handing them out the day of the event.  The captain also registers volunteers that day and gathers data to report back to event organizers.

Flag Captains Needed

  FLAG CAPTAINS
Each Street in CSBTS has the GREAT AMERICAN FLAGS flying  that are admired and complimented by all who drive on our section of Shore Drive.   When the wind and bad weather happens, the flags are torn apart unless the “FLAG MAN” is able to take them in before the weather hits.   The FLAG MAN is our very own Gary Forrest and he needs some FLAG HELPERS.  

 

A Helper for each street  would be GREAT and with our support of the Troops and the strong military presents of Fort Story and Little Creek, the AMERICAN FLAGS are IMPORTANT for ALL of CSBTS and Virginia Beach,

March 4, 2009 to review plans for traffic calmers for cross streets.  Plans with pavers and median islands/”round abouts” with widening of street around median island were provided.  Information and plans will be available at this monthly meeting.  Funding for these projects will be required as well as notification by the City to homes neighboring the path at Sandalwood and Bayberry Streets for test streets.
The following is a list of the possible safety solutions discussed at the January 12th Bike/multipurpose Trail Safety with City Staff and Residents:
–         Adding Stop Signs on the cross streets for vehicular traffic.
–         Changing the yellow diamond pedestrian signs to red/white yield triangle signs.
–        Use of median changes with optical and/or median obstruction/islands on the cross streets.  Similar to a small traffic circle.  Currently being used in the Old Beach neighborhoods.
–         Adding serpentine fencing and landscaping on the bike path to make pedestrians slow down before entering the cross streets.
–       Adding speed bumps on each side of the bike path to slow down vehicular traffic on the cross streets.
–        Change the speed limits on all Cape Story streets from 25 MPH to 15 MPH.
–        Clear vegetation in City right of way (ROW) that impact safe line of sight from pedestrian and vehicle perspective.
–       Cul-de-sac some of the long streets at the bike path and only allow one or two main entrances into the neighborhood.
–    Reducing the speed limit of Shore Drive from 45 MPH to 35 MPH.  This would slow down cars coming off SD that tend to continue the same SD speed through the neighborhood.

– SDCC – April 27, 2009 7:30PM-  Lillie Gilbert will be showing a virtual tour of the Lynnhaven River.     At the March 30th meeting Del. CSBTS receives award!!

Cape Story by the Sea WON the Virginia Beach Council of Civic Organizations (VBCCO) Community Action Award at the annual banquet Saturday, March 14, 2009.  The award was presented by VBCCO president Sam Reid and Congressman Glenn Nye.
The Community Action Award is presented  to communities that have demonstrated exemplary service or innovation in their efforts to better serve their communities.  Examples include development of programs, recruitment of new members, increasing member participation or volunteerism, promoting community spirit, or improving the community.
Cape Story submitted the CSBTS HOLIDAY SPIRIT EVENTS: Santa in the Park, Holiday giving — sponsoring of two families and other neighbors and toys for tots, Holiday Lighting Awards, Stumbling and Mumbling Carolers.
Receiving the Award were Marck Weiss, Matt Angelo, Tracy and Ginnie Stover,  David and Diana Albis, Jim and Regina Wallace, Empsy Munden  (absent: Nancy Snyder and Todd Solomon). 
This Award is for ALL OF YOU who live in Cape Story by the Sea and share in our community spirit and events. Please KNOW that YOUR efforts are recognized and appreciated!

Proposed Bike Path Plans

Since our January CSBTS meeting with city officials regarding Bike/multipurpose Trail Safety where there was spirited discussion, I have presented your comments and suggestions to the City.  I hand delivered letters to homes that border the path on Bayberry and Sandalwood to alert the residents that these cross streets were targeted by CSBTS to be “trial” streets for bike path safety projects.
Several neighbors and CSBTS officers met with Senior Traffic Engineer Mike Shahsiah on Wednesday, March 4th and reviewed plans for traffic calmers on Bayberry and Sandalwood.  The majority of us felt these median islands offered a “shovel ready” solution to increase safety awareness and SLOW BICYCLE and VEHICLE traffic at the cross streets. These plans are attached for your information.
  After discussion at the March CSBTS monthly meeting on Monday, March 9th, I agreed with the attendees that the APRIL 13th Monday CSBTS Meeting will be a discussion regarding this proposal and the response of CSBTS back to Virginia Beach City Officials to proceed with this proposal or to direct another alternative.
  I will limit this meeting to one hour 7:30 PM to 8:30 PM and will observe Robert’s Rules for discussion. 
          I look forward to good discussion at our April Meeting.
